What is Mobile Vending?

Mobile vending is where goods are sold in a portable manner via carts or vehicles sited at a location. While commonly know as a "food truck" involving food and drink offerings, mobile vending can include the sale of goods.

Why Update Village Regulations?

In recent years, there has been an increased interest from mobile vending operators wishing to open in Cumberland. The Village is updating regulations to improve mobile vending requirements as well as manage community impacts.

About the Mobile Vending Regulations Review Project

The goal of this project is to gauge the public’s attitude towards mobile vending operations and understand impacts on the community, and update Village regulations and application requirements to reflect best practices. It is anticipated that these amendments will assist the Village in hosting mobile vending operations in the Village, promoting a vibrant community. The project will assist in bringing any unlicensed operators into compliance with Village Bylaws, as well as promote fairness between established storefront buisnesses.

Current Village Regulations

The Village requires that mobile vendors meet the following requirements at time of a business license application, to operate in the community:

  • where the vending operation involves food and food products, that the vendor/operator has a valid Health Approval from the local Health Authority;
  • the vending of any goods by a mobile vendor shall not be carried out for more than four hours per 24 hour period in any zone which does not permit retail sales as a principal use. Exceptions include festivals, fairs and events for which the Village issues a temporary, seasonal or special event permit to the vendor;
  • Mobile food carts and pushcarts shall be located at least 30.0metres (98.4feet) from any food primary establishment, measured from the vending unit to the nearest edge of the building, unless they have the written permission of those food establishments;
  • no structure shall be placed or erected in association with the vending unit; and
  • vending units must not obstruct pedestrian or bicycle access or passage, or parking lot circulation nor impede traffic flow.

Additionally, mobile vendors may operate on lots as well as the shoulder of municipal roads.


Staff have the ability to request supporting information, including where waste will be discharged as part of a buisness licence application.
