About the Comox Valley Housing Authority
The CVHA has been established by the CVRD to address the growing need for affordable housing across the region. Its mandate is to facilitate the creation of non-market rental housing that supports low- and moderate-income households, seniors, families, and individuals experiencing housing insecurity. Guided by a collaborative approach, the CVHA aims to work in partnership with local and senior governments, non-profit housing organizations, Indigenous communities, and other entities to advance innovative housing solutions. By fostering strong relationships and leveraging shared expertise and resources, the CVHA will play a central role in expanding sustainable and affordable rental housing options throughout the Comox Valley.
As a newly established organization, the immediate priority for the inaugural CVHA Board will be to build a strong and sustainable foundation. The Board will play a critical role in hiring for the staff leadership position, developing and approving core governance documents, financial oversight practices, strategic planning frameworks, and accountability measures. In this stage, the Board will be focused on advancing initial partnerships with community housing providers, establishing clear structures, sound operational practices, and a culture of transparency and stewardship that will guide the organization’s growth and long-term impact.

The CVHA Board composition will consist of four CVRD directors; and six independent directors. The CVRD directors will be selected from the elected directors of the Comox Valley Regional District. For the independent directors to act as directors of the board:
- at least three must work or have worked in the development or operations of private or non-profit housing in an administrative, executive, managerial or senior staff position;
- at least one must work or have worked in or have expertise in the financial services sector through professional certifications, education or employment experience;
- at least one must work or have worked in or have expertise in the legal sector either through being a member or former member of a law society of a Canadian province or territory or through completion of legal studies at an accredited law school recognized by the Federation of Law Societies of Canada’s National Committee on Accreditation, and
- at least one of the independent directors must be nominated by the K’ómoks First Nation Chief and Council.
All appointments to the CVHA Board are made by the CVRD Board. Before applying to be considered for appointment, potential candidates are requested to consider the following:
- Do you have skills and experience aligned with the mandate and function of the CVHA?
- Are you able to commit to serving for a 2-3 year term on the Board?
- Are you able to commit to attending regular meetings (with a total time commitment that may average 4-6 hours per month)?
- Do you have regular access to a computer or other device from which you are able to access emails and participate in virtual meetings?
- Do you have any business, private or personal interests that may be relevant to the work of the CVHA? This may include financial interests or share ownership, activities, advisory roles, or employment within the for-profit or non-profit housing sector.
The CVRD is seeking a mix of skills, experience, and perspectives required to ensure effective governance, fiduciary oversight, and strategic leadership of the CVHA. By using a skills and competency matrix, the CVRD strives for a transparent, merit-based recruitment process.
The priority skills and experience areas are as follows:
- Affordable Housing and Policy: Non-market and mixed-income housing, supportive housing, federal and provincial housing programs, municipal/regional district housing strategies
- Finance & Capital Delivery: Capital financing, development pro formas, debt and grant funding, major project oversight
- Real Estate and/or Corporate Law: Legal practice regarding commercial transactions, partnerships, acquisitions and development of real property assets
- Real Estate & Asset Management: Land development, construction oversight, lifecycle asset planning, portfolio management
- Community & Partnerships: Intergovernmental relations, non-profit and private sector partnerships, community engagement
- Organizational Leadership: Strategic planning, executive oversight, performance measurement, organizational growth
- Equity, Inclusion & Reconciliation: Housing equity, accessibility, Indigenous reconciliation-informed approaches
- Climate Resilience & Sustainability: Understanding climate-related risks and opportunities and integration of environmental sustainability into project and program management
- Local & Regional Housing Knowledge: Understanding of Comox Valley demographics, housing needs, and market conditions
An honorarium of $160 per meeting will be provided to selected directors.
