The City of Courtenay is updating its Strategic Transportation Plan

The Strategic Transportation Plan (STP) provides vision and guidance for the City and its partners to improve mobility and provide safe, efficient transportation infrastructure to help support all travel options. Courtenay has undergone considerable growth and change since the previous plan was developed in 2019, including adopting a new Official Community Plan (OCP) in 2022, which is also currently being updated. The City has also continued to develop its active transportation networks, support improved transit service, and address traffic congestion resulting from a growing region.

With our successes from the previous plan, we recognize that new transportation challenges are emerging in response to recent legislative changes, accelerating growth in Courtenay, and shifting priorities after the COVID-19 pandemic. We are revisiting the key directions in the 2019 Transportation Master Plan to ensure they align with current priorities and to proactively plan investments in transportation services and facilities to ensure they support safe, comfortable, and efficient transportation options in our community. What will the Strategic Transportation Plan do?

The updated Strategic Transportation Plan will combine technical analysis with input from community members and partners to ensure that the City’s vision for transportation reflects where we are now and where we’re going.
Building on our previous efforts, the STP will:

  • Refine the City’s vision and goals for transportation.
  • Establish our future active transportation, transit, and road networks.
  • Set new targets for how we move, reduce greenhouse gas emissions, and support equity.
  • Align with the City’s overarching objectives, such as those in the OCP.
  • Prioritize investments in transportation infrastructure and programs throughout Courtenay.

With an updated approach to transportation in Courtenay, we can be well prepared to address current and future opportunities and challenges and be guided by our community’s needs.

How to get involved

Throughout 2025 and 2026, the City will be seeking input from residents and other project contributors. Over the coming months, there will be multiple rounds of in-person and virtual engagement to ensure that we reach as many community members as possible through the STP process. This will include surveys, open houses, pop-up community events, and more.
