Annual Financial Planning Process

Each year, the Comox Valley Regional District (CVRD) updates the financial plan. The plan includes the five-year operational budgets and ten-year capital requirements of each service from one budget year to the next. Each service is reviewed and budgets are created based on the CVRD board’s core service strategic priorities, approved work plans, and sound financial practices.

The proposed Financial Plan and Capital Expenditure Program is developed by staff and presented to the CVRD Board on January 23, 2024. Over a seven-week period between January 23 and March 1, 2024, individual service budgets are presented to their respective CVRD boards, committees and commissions for review and feedback.

The budget package including a summary for each CVRD Core Service and individual service presentations will be on the CVRD website. All budget meetings are open to the public.

The Board is required to adopt a five-year Financial Plan annually as per Section 374 of the Local Government Act (RSBC 2015 c.1) by March 31.

We have entered into the time where special budget meetings (if required) will take place. On March 12 the recommended budget will be presented to the CVRD Board. The CVRD Board will sit for three readings of the 2024 - 2028 Financial Plan and Capital Expenditure Program on March 19, 2024.

CVRD Core Services

In 2023, the CVRD delivered 102 services, each with its own unique budget, to residents in Courtenay, Comox, Cumberland & Electoral Areas A, B & C. Each service falls under one of eight core services.
  • Electoral Area Services

    CVRD delivers local government and services to electoral areas (street lighting, land use planning, fire protection, building inspection, bylaw compliance, water distribution, Islands-based services, parks, heritage conservation, community hall supports, community grants and more). Electoral area directors advocate for services with the CVRD itself, senior government, and other stakeholders. There are 53 services which have budgets under Electoral Area Services.

  • Regional Emergency Services

    CVRD Regional Emergency Services provides administration, collaboration and coordination of Comox Valley rural fire services departments (under a volunteer fire fighter model) and regional emergency management. CV Emergency Management supports the activation and operations of CV local and regional emergency operation centres in emergency situations. There are 13 services which have budgets under Regional Emergency Services.

  • Finance & Administration

    Finance & Administration provides support services for: legislative, financial, personnel, communications, executive, information technology and administrative functions. In addition, it oversees borrowing for large scale projects, elections and public approval processes. There are eight services which have budgets under Finance & Administration.

  • Recreation

    CVRD owns and operates the Comox Valley Aquatic Centre (pool facilities), Comox Valley Sports Centre (two ice sheets, wellness centre and pool facilities), Comox Valley Curling Centre, track and synthetic turf field and the Exhibition Grounds. Administration, recreation grants, and operation oversight of the facilities and programs is delegated to the Comox Valley Recreation Commission. There are seven services with budgets under Recreation.

  • Regional Sustainability

    The Comox Valley Regional Growth Strategy (RGS) promotes human settlement that is socially, economically, and environmentally healthy and makes efficient use of public facilities and services, land, and other resources. The RGS includes eight goals related to: housing, ecosystems, natural areas and parks, local economic development, transportation, infrastructure, food systems, public health and safety, and climate change. There are four services which have budgets under Regional Sustainability.

  • Sewage Treatment

    CVRD owns and operates conveyance and treatment infrastructure for wastewater from the communities of Courtenay, Comox, CFB Comox (19 Wing) and K’ómoks First Nation (by service contract). The CVRD also provides liquid waste management planning on sewer and septic matters in the electoral areas. The CVRD Board delegates operational and administrative decisions to the Comox Valley Sewage Commission. There are four services which have budgets under Sewage Treatment.

  • Transportation

    The key focus areas for Transportation include improved mobility options for residents, reducing GHG emissions, and providing convenient, affordable, safe alternatives to automobiles within the community. The Comox Valley Transit System, in partnership with BC Transit, forms a large component of the CVRD’s approach to transportation. There is one service with a budget under Transportation.

  • Water Supply

    The CVRD owns and operates water supply systems that provide treated water, either in bulk or directly to 60,000 residents in Courtenay, Comox, parts of the surrounding electoral areas including Union Bay, Black Creek, Saratoga Beach and Denman Island. Distribution to residents and businesses is managed by municipalities and individual electoral area water services. There are eight services which have budgets under Water Supply.
