What is the Proposed Animal Control Service
This spring, the CVRD invited Denman and Hornby Island residents to share their perspectives on future animal control services through a community engagement process.
The next step in the process is the October 17, 2026 Local Government Election, where eligible Denman and Hornby Island voters will be asked whether the CVRD should establish an Animal Control Service for the two islands.
If approved by voters, the proposed Animal Control Service would be delivered through the CVRD's existing Bylaw Services program and provide a practical, response-based approach to addressing animal-related concerns.
The service would provide residents with a clear process for reporting concerns and enable the CVRD to investigate and respond to issues involving domestic animals. This could include dog licensing, responding to dogs running at large, aggressive dog complaints, nuisance issues such as persistent barking, and public education to encourage responsible pet ownership.
The proposed service would be designed to reflect the rural nature and unique needs of Denman and Hornby Islands, with resources deployed in response to specific concerns rather than through regular on-island patrols.
